TERMS OF REFERENCE

To receive personnel reports from the Chief Constable

To monitor:-

  • The selection and recruitment of Chief Officers who are police staff
  • Tribunal claims and settlements
  • Health and safety initiatives performance and budget implications
  • Medical retirements
  • Equality and diversity issues
  • The training and development of police officers and staff
  • Police strength forecast and establishment
  • Absence management
  • Grievance resolution results and police officers and staff appeals
  • National Best Value training and collaboration initiatives
  • The Special Priority Payment Scheme
  • The Working Time Regulations
  • The Workforce Modernisation Strategy

To agree, and receive reviews, of the costed Personnel Strategy and Service Plan

To agree, and receive reviews, of the costed Training Plan

To consider any matters which require discussion between the Authority and the Staff Associations

To consider and determine, where appropriate, any other personnel matter appertaining to the Authority or the Constabulary, as necessary.

To consider and determine appeals from officers who have been refused a career break under the Career Break Scheme in accordance with Police Regulations and to consider any other appeals of a similar nature which may arise under Regulations from time to time.

NOTE:    Members of the Personnel Committee who are not also Members of the Complaints Committee may be appointed to serve on Police Appeals Tribunals as and when necessary.
