- To receive reports, as necessary, from the Clerk to the Authority concerning complaints against the offices of Assistant Chief Constable, Deputy Chief Constable and Chief Constable.
- To discharge the Authority’s statutory responsibilities in respect of complaints and control of the force matters and in particular to keep itself informed as to the manner in which complaints made by members of the public against police officers (other than Chief Officers) and police staff under the direction and control of the Chief Constable and to satisfy itself that all such complaints are properly dealt with in accordance with the statutory procedures.
- To consider more widely issues raised by complaints as they impact on the efficiency and effectiveness of the Constabulary. This includes considering the cause and instances of complaints, the response of the Constabulary to them, and wider links to general force policy, style and management. To monitor best and worst practice patterns emerging and the corrective policy and training taken to prevent reoccurrences where appropriate.
- To receive regular reports on the standards of professionalism and integrity that the Chief Constable expects the police officers and police staff under his direction and control to uphold, and on policies and procedures introduced by the Chief Constable to ensure that such standards are maintained.
- To receive regular reports on completed investigations into apparent breaches of the standards of professionalism and integrity that the Chief Constable expects the police officers and police staff under his direction and control to uphold, and on the measures taken by the Chief Constable in response to such breaches including information about any disciplinary sanctions arising and procedural management changes arising from the learning process.
- To receive progress reports on ongoing cases in any of the above categories which the Chief Constable or the Clerk to the Authority wish to highlight or the panel wish to consider on grounds of significance or sensitivity.
- To receive regular information reports on letters of appreciation and on “quality of service” complaints in respect of policing made by members of the public, together with the Chief Constable’s responses to such complaints.
