National Transition
The Home Office has established a PCC Transition Sponsorship Board chaired by the Minister for Policing and Criminal Justice the Rt Hon Nick Herbert MP which has commissioned a number of projects that cover the main transition arrangements needing to be addressed before PCCs come into post.
Local Transition
Hampshire Police Authority has stated that it is committed to leaving a positive and lasting legacy by handing over effective policing governance to the PCC. As such the Authority has established a Governance Transitional Board to oversee the preparations for the introduction of a PCC and a Transition Co-ordination Partnership Group.
The membership of the Governance Transitional Board comprises:

1x Conservative = David Williams
1x Liberal Democrat = Adrian Collett
1x Labour = Jacqui Rayment
Independent Members:
Chair of Governance Committee = Judy Venables
1x Independent = Malcolm King
Constabulary:
Deputy Chief Constable Andy Marsh
The Board is chaired by Judy Venables.
The Governance Transitional Board’s work will focus upon two key areas:
1)The development of a Transfer Scheme for submission to the Home Secretary for sign off. The Transfer Scheme must meet the statutory requirements under Section 98 ‘Police Reform: transitional provision’ and Schedule 15 of the Act; including all associated regulations, once made. The Scheme is likely to include:
Transfer of property, assets, rights and liabilities
Transfer of Police Authority staff
Transfer of Police Staff
Transfer of senior Police Officers
Seconded Police Officers and Staff
Contracts, licences and collaboration agreements
Liabilities
Ongoing complaints.
2) The preparation needed to establish the Office of the PCC, including:
Stakeholder communication and engagement
Pre-election candidate information
Closing the Police Authority Budget
Archiving Police Authority papers and records.
The Transition Co-ordination Partnership Group will be steered and overseen by the Governance Transitional Board, with the Chair representing the Authority.
Some of the specific areas of business the Group may wish to develop include:
satisfying the information requirements of PCC candidates in an open and fair manner
supporting the Hampshire Police Area Returning Officer (PARO)
overseeing the necessary processes to establish the PCP to ensure it can be effective from 22 November 2012
considering the requirements of Community Safety Partnerships (CSPs) and wider local Criminal Justice System (CJS)
considering how the new duty to provide Crime and Disorder Reduction Grants could be developed
In undertaking this work the Group will:
take into account any measures taken by Government e.g. outputs of the Home Office Transition Projects
involve victims and witnesses as outlined within the legislation
maintain a relationship with the Governance Transitional Board
