Background Information

Following the Home Office Consultation Paper ‘Policing in the 21st Century: Reconnecting the police and the people', the government has put forward legislation that will alter the policing governance for England and Wales. The Police Reform and Social Responsibility Bill was introduced at the House of Commons on 30 November 2010, and it received Royal Assent on 15 September 2011, becoming an Act.

The Act covers five distinct policy areas: police accountability and governance; alcohol licensing; the regulation of protests around Parliament Square; misuse of drugs; and the issue of arrest warrants in respect of private prosecutions for universal jurisdiction offences.
