Hampshire Partnership Network

Hampshire Senate works with a wide range of partnerships and networks across the county, details of which are set out below. In addition, the Senate has hosted an annual partnership conference for the last two years, which has been attended by partners from across the network.

District Local Strategic Partnerships (LSPs)

An LSP is a non-statutory, multi-agency body at a district level. They bring together different parts of the public, private, community and voluntary sectors to develop Community Strategies as per the Local Government Act 2000.

Hampshire Alliance for Rural Affordable Housing (HARAH)

The Hampshire Alliance for Rural Affordable Housing addresses the need for affordable housing in the villages of Hampshire. Members of HARAH include the Hampshire County Council, the Hampshire Rural Housing Enablers (RHEs), the Homes and Communities Agency, the six rural local authorities in Hampshire (Basingstoke and Deane, East Hampshire, Hart, New Forest, Test Valley, Winchester) and the New Forest National Park Authority.

Hampshire Association of Local Councils (HALC)

The HALC is a membership organisation supporting and representing the interests of local councils across Hampshire. There are currently 250 parish and town councils across Hampshire that are members of HALC. This represents 98% of Hampshire parish and town councils.

The Hampshire Biodiversity Partnership

The Hampshire Biodiversity Partnership was established in 1997 to conserve and enhance biodiversity in Hampshire for all those who live in or visit the country through the Biodiversity Action Plan.  The Partnership oversees the ongoing development, implementation and monitoring of Hampshire's biodiversity action plan.  Membership local authorities, government agencies and voluntary bodies.

The Hampshire Children’s Trust

There is a statutory requirement for there to be a Children's Trust to enable partners to come together to consider the needs of all children in Hampshire, to agree a Children and Young People's  Plan and to monitor progress against the improvements in outcomes agreed. The Children and Young People's Plan is the delivery mechanism for children's issues in the LAA. The Trust board is chaired by the Director Children's Services and the membership includes representatives from schools, colleges, Job Centre Plus, the Police, the Youth Justice Service, District Councils, the NHS, and the voluntary sector. The Hampshire Trust is supported in its work by local children's partnerships, currently based upon District Council areas with links to LSPs. In future these arrangements will include all schools and colleges in order to comply with new duties of collaboration.

The Hampshire County Strategy Group for Crime and Disorder

The Country Strategy Group aims to promote community safety in Hampshire and prepare a Community Safety Agreement (CSA) for Hampshire in accordance with Government Regulations and a coordination of resources and activities between partners including district Crime and Disorder Reduction Partnerships (CDRPs).  Membership includes representatives from district CDRP’s, the Hampshire County Council, Police, Fire, Health, Probation, DAAT and the Voluntary Sector.

Hampshire Drug & Alcohol Action Team (DAAT)

The Hampshire Drug & Alcohol Action Team (DAAT) is a multi-agency partnership, responsible for the local implementation of the Government's ten year drug strategy 2008 - 2018: 'Drugs: protecting families and communities'. The strategy focuses on 4 key areas:

1) Protecting communities through robust enforcement to tackle drug supply, drug related crime and anti-social behaviour, 2) Preventing harm to children, young people and families affected by drug misuse, 3) Delivering new approaches to drug treatment and social re-integration and 4) Public information campaigns, communications and community engagement.

The Hampshire Economic Partnership (HEP)

The HEP brings together business, local government and regional agencies to influence government policy and to support the economic prosperity of Hampshire and its cities.  Its aims are to identify and champion the needs and priorities of Hampshire business; to provide an authoritative economic voice for business and to ensure that the best decisions are made for the sustainable economic prosperity of the area.

The Hampshire Interfaith Network (HIN)

The HIN brings together individuals and groups belonging to the nine faiths represented on the UK Interfaith Network Council (Jewish, Christian, Muslim, Hindu, Sikh, Buddhist, Bahai, Jain and Zoroastrian.)  The objective of the Hampshire Interfaith Network (HIN) is the promotion of interfaith understanding and enhancing harmony between faiths for the benefit of the people of Hampshire.

Hampshire Rural Forum

The Hampshire Rural Forum is an independent stakeholders’ organisation with an overview of rural affairs that aims to help Hampshire’s rural communities become more efficient and sustainable socially, economically and environmentally. The group is Chaired by Cllr Ray Ellis from the Hampshire County Council and membership are from the local district councils, rural interest groups and DEFRA.

The Hampshire Voluntary Sector Consortium (HVSC)

The HVSC is a county-wide partnership of third sector support bodies including Community Action Hampshire and the 11 district based Councils for Voluntary Services; front-line organisations and statutory partners.  The partnership aims to work together to improve the support available to third sector (including voluntary and community sector) front-line groups in Hampshire.

Hampshire Water Partnership

The Hampshire Water Partnership is formed by organisations from across the public, private and voluntary sectors and aims to raise the profile of water, gain a better understanding of the environmental, planning and management issues associated with the county' s water environment, and, to develop sustainable solutions.

HIOW Strategic Housing Officers Group (SHOG)

The work of the Strategic Housing Officers Group includes: undertaking work in support of the Housing Theme of the Hampshire LAA including LPSA2 targets, sharing housing related information and best practice, undertaking or commissioning appropriate pieces of work e.g. Accommodation Assessments for minority groups, receiving regular updates on strategic housing matters from GOSE and the HCA and receiving reports from task and finish groups e.g. Homelessness, Housing Advisory, Gypsies and Travellers, Health and Wellbeing Partnership.

SHOG comprises of Strategic Housing officers from each of the Hampshire districts, Portsmouth, Southampton and the Isle of Wight together with officers from HCC’s Adult Services, Environment Department, and PBRS, representatives from GOSE and the Homes and Communities Agency (HCA).

Partnership for Urban South Hampshire (PUSH)

PUSH is a partnership of local authorities in South Hampshire dedicated to sustainable, economic-led growth and improving prosperity and the quality of life for everyone who lives, works and spends their leisure time in South Hampshire.

Hampshire Health and Wellbeing Partnership Board

The Health and Wellbeing Partnership Board is responsible for improving health and wellbeing across Hampshire and for coordinating the health improvements and wellbeing targets identified in Hampshire’s Local Area Agreement (LAA). Membership includes county and district councils, PCT, Community Action Hampshire and the Resettlement of Offenders Co-ordinating Committee (ROCC).

Solent Forum

The Solent Forum is a partnership of professional bodies such as local government, harbour authorities, industry, user groups, trade associations and non governmental organisations (NGOs).  It was established in 1992, in order to develop a greater understanding among the authorities and agencies involved in planning and management in the Solent area, and to assist and influence them in carrying out their functions. The Forum has been set up to consider and provide advice on strategic issues which have implications for the area.

Supporting People

Supporting People is a Government funded programme that aims to make sure people get the housing related support they need to live more independently. The programme offers vulnerable people the opportunity to improve their quality of life by providing a stable environment which enables greater independence, and reduces the need for people to unnecessarily move into a residential setting.

Hampshire Youth Offending Team (YOT)

The Hampshire Youth Offending Team is a multi-disciplinary organisation that works both within Hampshire County Council Children’s Services and the Criminal Justice System. The YOT has one overriding aim which is to prevent offending behaviour by children and young people (10 to 17 years of age).
