Inter Departmental Business Register (IDBR)

The Inter-Departmental Business Register (IDBR) is a list of UK businesses maintained by the Office for National Statistics (ONS).It provides a sampling frame for surveys of businesses carried out by the ONS and by other government departments. It is also a key data source for analysis of business activity.

The IDBR covers businesses in all parts of the economy, missing some very small businesses operating without VAT or PAYE schemes (self employed and those with low turnover and without employees) and some non-profit organisations, representing nearly 99 per cent of UK economic activity.

Statistical units

A group of legal units under common ownership is called an enterprise group.An enterprise is the smallest combination of legal units (generally based on VAT or PAYE) which has a certain degree of autonomy within an enterprise group.An individual site (for example factory or shop) in an enterprise is called a local unit.

Observation unit

Reporting units hold the mailing address to which the survey forms are sent. The form can cover the enterprise as a whole, or parts of the enterprise identified by lists of local units.

Business Register and Employment Survey

The Business Register and Emloyment Survey (BRES) has replaced and integrated two existing ONS business surveys, the Annual Business Inquiry (ABI) and Business Register Survey (BRS) and is a sample survey of approximately 80,000 businesses.
The BRES currently provides information on four measures of employment status, as shown in the Table. BRES also provides Industry data using the 2007 Standard Industrial Classification (SIC 2007) to define industry sectors. The following spreadsheet provides data by ONS broad industry sectors and sections.

Key

Employees: An employee is anyone aged 16 years or over that an organisation directly pays from its payroll(s), in return for carrying outa full-time or part-time job or being on a training scheme. It excludes voluntary workers, self-employed, working owners who are not paid via PAYE.
Full-time employees: those working more than 30 hours per week.
Part-time employees: those working 30 hours or less per week.
Employment =
employees + working proprietors. Working Proprietors are sole traders, sole proprietors, partners and directors. This does not apply to registered charities.

Further information

Subject to BRES disclosure protocol it is possible to extract data down to Lower layer Super Output Areas and 5-digit Industry divisions. However, at this level of detail the reliability of the data becomes an issue and will most likely be confidential. As a rule of thumb any BRES data below local authority district level should be used with extreme care. Business Demography

Business Demography- Age of Business

Office for National Statistics Business Demography Active Enterprises, Births and Deaths data replaces the former BERR VAT Registration data for 2007 onwards. The key difference between the BERR statistics and the new ONS Business Demography publication is the inclusion of PAYE registered units thereby providing a more comprehensive view of business start-up activity. A more detailed description can be found on the Notes tab on the Business Demography file.

The data also includes age of business using four age bands from less than 2yrs old to 10 or more years. Finally, there is the new business registrations indicator, which measures the business start-up rate for each local area, using the proportion of business registrations per 10,000 resident adult population (age 16+).

The Hampshire Economic Development Office produced revised 2009 figures for the top 100 companies based on sales, and lists of major public and private sector employers in Hampshire.
